EUROPE HAS DIFFERENT MODELS OF ORGANISATION OF SOCIAL SERVICES. DIFFERENT FORMS OF ASSOCIATION HAVE DEVELOPED WITHIN EACH COUNTRY TO ENABLE DIRECTORS OF SOCIAL SERVICES TO MEET WITH THEIR COLLEAGUES AT A LOCAL LEVEL. WHAT THESE VARIOUS ASSOCIATIONS HAVE NOT HAD IS A SYSTEMATIC MEANS OF WORKING TOGETHER AT A EUROPEAN LEVEL. ESN WAS ESTABLISHED TO PROVIDE MEMBERS WITH AN EFFECTIVE EUROPEAN FORUM.
