TO RELIEVE THE POVERTY, ADVANCE THE EDUCATION, PROTECT AND PRESERVE THE HEALTH OF SUCH CHILDREN AND THEIR FAMILIES. 3. THE RELIEF OF SUCH CHILDREN/FAMILIES FROM CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
