TO AWARD A UNIFORMED OFFICER WHO HAS DAY TO DAY CONTACT WITH THEIR LOCAL COMMUNITY AND WHO OFFERS VISIBLE REASSURANCE AND IMPROVES THE QUALITY OF LIFE IN THEIR AREA. THE OFFICER SHOULD BE SEEN BY THE COMMUNITY AS AN ESSENTIAL ELEMENT IN THE LIFE OF THE LOCAL AREA AND EPITOMISE THE CONCEPT OF POLICING BY CONSENT THROUGH PARTNERSHIP WITH LOCAL PEOPLE.
