Reading public contract notices

Contracts Finder is where public bodies in Britain have to announce what they are buying and who they bought it from. It is genuinely open — Open Contracting data, published under the Open Government Licence — and almost unusable for the question people actually have, because it publishes notices rather than suppliers. You can look up a contract. You cannot look up a company and see what it has been paid.

That is the gap this fills, and it fills it honestly. A quarter of notices state the supplier’s Companies House number; the rest give a name and an address. An award is attached to a company page only when the buyer identified the company, so a total on a company page is a floor — real money, certainly awarded, and certainly not all of it.

The largest numbers here need reading twice. A framework agreement is a ceiling shared between everyone appointed to it, published in full against each of them — so the headline totals on this site cover single-supplier awards only, and frameworks are counted rather than summed. A firm that won a place on a two-billion-pound framework has won the right to compete for work under it, which is not the same as two billion pounds.

Read the figure as the size of an announced deal rather than as spending. A contract can end early, be extended, or be spent well under its ceiling, and none of that comes back to the notice. Where the award date sits long before the publication date, that gap is itself worth a look.

What is missing entirely is everything below the publication thresholds. A great deal of public money is spent in amounts too small to announce, so the small end of this data is thin in a way that is not visible from inside it.

Frequently asked questions

Is this what the government actually spent?
No, and the difference matters. Contracts Finder publishes award notices: what a buyer said it was awarding and the value it expected. A contract can be cut short, extended, spent under or spent over, and none of that appears here. Treat a figure as the size of the deal that was announced, not as money that changed hands.
Why can I not find every contract a company has?
Because about a quarter of notices state the supplier’s Companies House number and the rest give only a name. We attach an award to a company page when the buyer identified it, and not otherwise — so a company’s total here is a floor, not a full account. Searching by name on this page finds the rest, including the ones we have deliberately not attributed.
Which buyers have to publish here?
Central government, its agencies and arm’s-length bodies, local councils, the NHS and other contracting authorities, for contracts above the thresholds set in the procurement rules. Below those thresholds much public spending is simply never published, which is why small contracts are under-represented.
Why is a framework worth billions not in the total?
Because its value is a ceiling for everyone on it, and the notice publishes that whole figure against each supplier separately. Crown Commercial Service’s National Fuels framework is two billion pounds and names more than ten firms — adding those rows up would report twenty billion, and would show each firm as having been awarded two billion of its own. So the totals here cover awards made to a single supplier, frameworks are counted separately, and each framework still shows its own ceiling beside the number of firms sharing it.
What does the award date mean?
The date the buyer recorded as the award. It is often weeks or months before the notice was published, which is why both dates are held here — a notice published long after its award date is itself worth noticing.
